When you replace a timing belt, you have to retain proper timing of the engine components or else you risk your piston(s) coming into contact with the valve(s). 15* BTDC refers to ignition timing which is adjusted via the CAS. Take it to a reputable shop to have it done, although it's not that difficult to do yourself if you have all of the necessary tools/equipment. Use the search function to find out how.
